MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, September 4, 2018 at 5:00 p.m.

 

Present: Mayor Paul Moffatt, Councillor Robert Case, Councillor Les Fields, Councillor Hugh Moggy, Councillor Brenda Reid

Staff: Alton Hobbs; CAO, Jeremy Rody; Clerk, Ron Cooper; Public Works Superintendent

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 5:00 p.m., with Mayor Moffatt presiding in the Chair.  CARRIED

 

AGENDA:

THAT the agenda for this meeting be accepted as presented.  CARRIED

 

DISCLOSURE OF PECUNIARY INTEREST:

Councillor Reid disclosed a direct pecuniary interest in Agenda Item 6A Payroll as her husband is an employee of the Township.  She did not take part in any discussion, attempt to influence the vote or vote on the matter.

 

ANNOUNCEMENTS:

Councillor Case thanked Public Works for removing a large stone that came up to the surface on Slash Road.  Residents of that area have noticed a number of large stones coming out of the ground.

THAT Council authorizes the following Accounts for Payment:

General:         $220,145.57

AND THAT the Mayor and administration be authorized to complete cheques #27989 through #28048 and #28060 through #28080 as described in the attached cheque register reports.  CARRIED

THAT Council authorizes the following Accounts for Payment:

Payroll:           $51,271.42

AND THAT the Mayor and administration be authorized to complete cheques #27990 through #27999 and #28049 through #28057 as described in the attached cheque register reports.  CARRIED

THAT Assiginack Council has received the Year to Date Financial Statements as at July 31, 2018.  CARRIED

THAT Assiginack Council increases the hourly ice rentals for regular and private users by 2% for the 2018-19 season.  TABLED

WHEREAS the Leask Bay Shores Lane Road Association has requested a quote from the Township to perform winter maintenance on Leask Bay Shores Lane, a private road in the Township;

AND WHEREAS such a policy would have potential impacts on other areas of the community and future terms of Council and should be reviewed as a ‘municipality wide’ policy position;

NOW THEREFORE THAT Assiginack Council will not entertain requests regarding maintenance on private roads for the remainder of this term of Council and will refer all such requests to the new Council.  CARRIED

 

#247-17-18    B. Reid – R. Case

THAT Assiginack Council supports the Manitoulin-Sudbury District Services Board resolution originally passed on June 28, 2018 regarding the Housing Benefit Update, encouraging the federal and provincial governments to ensure flexibility in the program to meet the needs of Northern Ontario communities.  CARRIED

THAT By-law #18-28, being a by-law to adopt a procedure and applications and prescribe fees for original road allowance closing, be given its first, second, and third readings and enacted in open Council.  CARRIED

 

CLOSED SESSION:

THAT in accordance with By-law #15-30 and Section 239 of the Municipal Act, as amended, Council proceeds to a “Closed Session” at 5:16 p.m. in order to attend to a matter pertaining to:
f) Advice that is subject to solicitor-client privilege including communications necessary for that purpose (Municipal Act, 2001, c. 25, s.239(2)(f)).
