MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, June 4, 2019 at 7:00 p.m.

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 7:00 p.m., with Mayor Ham presiding in the Chair. CARRIED

DISCLOSURE OF PECUNIARY INTEREST:

ANNOUNCEMENTS:

Mayor Ham presented the CAO with a Certificate from the Association of Municipal Managers, Clerks and Treasurers of Ontario recognizing his 30 years as a member in the filed of municipal administration. Mr. Hobbs thanked Council and the Association.

 

ADOPTION OF MINUTES:

THAT the Minutes of the Regular Council Meeting of May 21st, 2019 be accepted. CARRIED

THAT the Minutes of the Regular Public Health Sudbury and District Board Meeting of May 16, 2019 be received. CARRIED

 

DELEGATIONS:

THAT we thank Maja Mielonen of MICA for attending this meeting to discuss their application for a Bike Share Program. CARRIED

THAT the Council of the Corporation of the Township of Assiginack agrees in principle with the Manitoulin Island Cycling advocates (MICA) efforts to provide a Bike Share Docking Station in Manitowaning with a mix of electric and regular bikes and hereby assure the Funder that we will provide space for a minimum of 5 years for the docking station as well as allow hydro and ethernet phone line hook ups to the docking station. CARRIED

 

REPORTS:

Councillor McDowell noted that the Norgoma was moving location in Sault Ste. Marie this week and that he saw no conflict if the Council began a discussion with the parties in the US that are interested in both the Norgoma and Norisle. As there was no commitment and only the opening of a dialogue, it was agreed by all members to invite the US group to see the Norisle.

Councillor Maguire may have found a solution to the current problem with the Hilly Grove Cemetery Gates. He forwarded information to Staff who will obtain the necessary estimates.

 

ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:

AND THAT the Mayor and administration be authorized to complete cheques #28858 through #28897 as described in the attached cheque register report. CARRIED

THAT Council authorizes the following Accounts for Payment:
Payroll: $22,035.60
AND THAT the Mayor and administration be authorized to complete cheques #28847 through #28857 as described in the attached cheque register report. CARRIED

THAT the Public Works Superintendent be authorized to present a proposal for the purchase of a new(er) grader, complete with trade in values and other considerations for our next regular meeting of Council. CARRIED

THAT we inform the Manitoulin Planning Board that we have no objection to Consent Application B 07/19 Bouffard/Bender, subject to the requirement that the applicant’s solicitor provide wording/documentation to allow access over the one foot reserve at the end of Moggy Parkway. CARRIED

BY-LAWS:

THAT By-law # 19-07, being a by-law to Authorize various hirings within the Township of Assiginack be given first, second and third readings and enacted in Open Council. CARRIED

 

CLOSED SESSION:

THAT in accordance with By-law # 02-02 as amended and Section 239 of the Municipal Act as amended, Council proceed to a Closed Session (in camera) at 7:30 pm in order to attend to a matter pertaining to:
a) The Security of the Property of the Municipality or Local Board
b) Personal Matters about an Identifiable Individual, including municipal or local board employees.
