MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, January 19th, 2016 at 5:00 p.m.

Present: Mayor Paul Moffatt, Councillor Robert Case, Councillor Les Fields , Councillor Hugh Moggy, Councillor Brenda Reid

Staff: Alton Hobbs, CAO, Jeremy Rody, Clerk, Ron Cooper, PW Superintendent

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 5:00 p.m., with Mayor Moffatt presiding in the Chair. CARRIED

 

AGENDA:

#02-01-16        H. Moggy – B. Reid

THAT the agenda for this meeting be amended by adding:

6-E) Ontario Good Roads Association Conference Attendees

AND THAT the agenda be accepted as amended. CARRIED

 

DISCLOSURE OF PECUNIARY INTEREST:

Councillor Reid disclosed a direct pecuniary interest in Agenda Item 6A Payroll as her husband is an employee of the Township.  She did not take part in any discussion, attempt to influence the vote or vote on the matters.

 

ADOPTION OF MINUTES:

THAT we accept the Leachate Management & Contingency Measures Report, prepared by Exp Services. CARRIED

 

ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:

General:           $225,526.31

AND THAT the Mayor and administration be authorized to complete cheques #25132-25167, #25169-25174, #25179-25209 and #25216-25250 as described in the attached cheque register reports. CARRIED

THAT Council authorizes the following Accounts for Payment:

Payroll:            $57,936.62

AND THAT the Mayor and administration be authorized to complete cheques #25127-25131, #25175-25178, and #25210-25215 as described in the attached cheque register reports. CARRIED

THAT Council accepts the monthly Budget vs. Actual Comparison Report as at November 30th, 2015. CARRIED

 

#11-01-16        L. Fields – R. Case

WHEREAS the Corporation of the Township of Assiginack acquired the SS Norisle from the Province of Ontario, through an agreement with the Ministry of Transportation in 1975;

AND WHEREAS the vessel has outlived its useful life as a community/tourist attraction;

AND WHEREAS a dedicated community group feels the vessel has a future life as a Great Lakes Cruise Ship, but the costs to retrofit the vessel are far beyond this Municipality’s ability to provide;

AND WHEREAS issues concerning ownership, management, and operation of the vessel as a Great Lakes Cruise Ship would have to be determined before the vessel could sail and these issues are far beyond this Municipality’s ability to determine;

AND WHEREAS if this future use of the vessel is not financially viable, the vessel would still have to be disposed of and the cost to do so is far beyond this Municipality’s capability to undertake;

AND WHEREAS this Municipality cannot dispose of the vessel without the permission of the Province of Ontario through the Ministry of Transportation, pursuant to the 1975 agreement;

NOW THEREFORE BE IT RESOLVED THAT we petition the Province of Ontario, through the Ministry of Transportation to re-assume ownership and responsibility of and for the vessel with the following mandate:

  1. a) To investigate, along with the SS Norisle Steamship Society, the viability of the vessel as a Great Lakes cruise ship;
  1. b) If viable for this purpose, to co-ordinate the ownership, management and operations requirements of the vessel for this purpose; and,
  1. c) If not viable, to undertake the steps necessary to remove the vessel from the Manitowaning waterfront. CARRIED

THAT the following members of Council and Staff be authorized to represent the Municipality at the Ontario Good Roads Association Conference, February 21-24, 2016, in Toronto: Paul Moffatt, Hugh Moggy, Les Fields, Brenda Reid, and Alton Hobbs. CARRIED
