MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, January 20, 2015 at 5:00 P.M.

 

Present were Reeve Paul Moffatt, Members Robert Case, Leslie Fields, Hugh Moggy, and Brenda Reid

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 5:00 p.m., with Reeve Moffatt presiding in the Chair. CARRIED.

 

PRESENTATION:

THAT we thank Denis Fauvelle from Hydro One for attending the Council meeting to present the Hydro One Power Play Grant cheque and for supporting our community projects. CARRIED.

 

AGENDA:

THAT the agenda for the Meeting be accepted. CARRIED.

DISCLOSURE OF PECUNIARY INTEREST:

Councillor Reid disclosed a direct pecuniary interest in Agenda Item 6A Payroll as her husband is an employee of the Township.  She did not take part in any discussion, attempt to influence the vote or vote on the matter.

 

ADOPTION OF MINUTES:

THAT the Minutes of the January 6, 2015 Regular Meeting of Council be accepted. CARRIED.

THAT the Minutes of the Manitoulin East Municipal Airport Commission Meeting of January 5, 2015 be accepted. CARRIED.

 

DELEGATIONS:

REPORTS:

#022-02-15 – H. Moggy – B. Reid

THAT we accept the Report to Council from the Clerk, titled “Student Rate for Ice Rental at the Manitowaning Arena;”

AND THAT we follow the Arena Manager’s suggestions from her letter of January 20th, 2015 to institute a student rate of $50/hour, HST inclusive;

AND THAT we clarify the following items:

  1. Eligibility – Assiginack Ratepayer / Resident
  2. Rental Duration – Up to 2 hours
  3. Age – 18 and under;

AND FURTHER THAT Arena ice rental rates will be reviewed during the 2015 budget process. CARRIED.

 

ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:

General:           $122,166.68

AND THAT the Reeve and administration be authorized to complete cheques #22339 through #22369 and #22371 through #22377 as described in the attached cheque register report. CARRIED.

 

#024-02-15 – R. Case – L. Fields

THAT Council authorizes the following Accounts for Payment:

Payroll:            $17,191.69

AND THAT the Reeve and administration be authorized to complete cheques #22318 through #22338 as described in the attached cheque register report. CARRIED.

 

#025-02-15 – R. Case – L. Fields

THAT we accept the proposal from Tulloch Engineering of January 12th, 2015 to conduct a visual inspection of the Municipal Bridge located on Lakeshore Road over Rogers Creek. CARRIED.

 

#026-02-15 – R. Case – L. Fields

THAT we approve Jackie White, Project and Events Coordinator, to undertake the application for the Age-Friendly Community Planning grant;

AND THAT Council believes this is a very important project and that a long-term plan on age-friendly community planning would be a great benefit to the Township of Assiginack moving forward. CARRIED.

 

INFORMATION:

THAT we acknowledge receipt of the following correspondence items:

  1. Night Sliding Party / Sledding Safety Tips
  2. 2015 FONOM North Eastern Municipal Conference
  3. Draft Donation Policy.  CARRIED.

 

BY-LAWS:

#028-02-15 – R. Case – L. Fields

THAT By-law #15-01, being a by-law to authorize the collection of Line Fences Act judgements be given first and second readings. CARRIED.

 

#029-02-15 – L. Fields – R. Case

THAT By-law #15-01, being a by-law to authorize the collection of Line Fences Act judgements be given third and final reading and enacted in open Council. CARRIED.

 

CLOSED SESSION:

#030-02-15 – R. Case – L. Fields

THAT in accordance with By-law # 02-02 as amended and Section 239 of the Municipal Act as amended, this Council proceed to a ‘Closed Session’ at 5:23 p.m. in order to attend to a matter pertaining to:

  1. b) Personal matters about an identifiable individual, including municipal or local board employees. CARRIED.

 

#031-02-15 – R. Case – L. Fields

THAT we adjourn from our Closed Session at 5:32 p.m., approve the Minutes of the Closed Session of December 16, 2014 and resume our regular meeting. CARRIED.

 

#032-02-15 – L. Fields – R. Case

THAT we adopt the changes to the job description for the Museum Curator as attached;

AND THAT we adopt the Terms of Reference for the Museum Advisory Committee and advertise for members under this mandate. CARRIED.

 

#033-02-15 – B. Reid – H. Moggy

THAT we accept the Job Description for the Cemetery Specialist and advertise for this contract position. CARRIED.
