THE CORPORATION OF THE TOWNSHIP OF ASSIGINACK

MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, March 3, 2015 at 7:00 P.M.

 

Present were Reeve Paul Moffatt, Members Robert Case, Leslie Fields, Hugh Moggy, and Brenda Reid

OPENING:

#070-05-15 – H. Moggy – L. Fields         

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 7:00 p.m., with Reeve Moffatt presiding in the Chair. CARRIED

 

AGENDA:

THAT the agenda for this meeting be accepted as presented. CARRIED

 

DISCLOSURE OF PECUNIARY INTEREST:

Councillor Reid disclosed a direct pecuniary interest in Agenda Item 6A Payroll as her husband is an employee of the Township.  She did not take part in any discussion, attempt to influence the vote or vote on the matter.

Reeve Moffatt disclosed a direct pecuniary interest in Agenda Item 6A Payroll as his son is the Animal Control Services contractor and was on the payroll for this period.  He did not take part in any discussion, attempt to influence the vote or vote on the matter.

 

ADOPTION OF MINUTES:

#072-05-15 – L. Fields – H. Moggy  

THAT the Minutes of the February 17, 2015 Regular Meeting of Council be accepted. CARRIED.

 

DELEGATIONS:

Note: At this time Council invited the Manitoulin Expositor to make their presentation to Nathan Howard.  Nathan was nominated by the municipality for the Junior Citizen of the Year Award based on his positive and helpful actions in our community.  Mr. McCutcheon explained to Council, Nathan and his family members who were present, what an honour it is to have been nominated for such an award at a young age.  Nathan was presented with a certificate package by the Manitoulin Expositor and was congratulated by all of Council and Staff.

THAT we congratulate Nathan Howard on his Junior Citizen of the Year Award Nomination and thank the Manitoulin Expositor for their recognition of Nathan. CARRIED.

 

Note: The closed session was moved to the end of the meeting to accommodate the press covering the meeting.

 

REPORTS:

#074-05-15 – L. Fields – B. Reid

THAT we accept the Report from the Project and Events Coordinator titled, “Grants Available for Burns Wharf Theatre.”  CARRIED

 

#075-05-15 – H. Moggy – L. Fields

THAT we accept the “2014 Building Permit Report” as submitted by the Chief Building Official. CARRIED

 

ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:

General:           $100,313.37

AND THAT the Reeve and administration be authorized to complete cheque #22485 and cheques #22504 through #22522 and cheques #22526 through #22530 as described in the attached cheque register report. CARRIED

 

Note: The disclosure of pecuniary interests by Councillor Reid and Reeve Moffatt at the beginning of the meeting.  Reeve Moffatt vacated the Chair for this agenda item.  Deputy Reeve Moggy called the vote on this matter.  Once it was carried, Reeve Moffatt assumed the Chair for the remainder of the meeting.

THAT Council authorizes the following Accounts for Payment:

Payroll:            $33,411.26

AND THAT the Reeve and administration be authorized to complete cheques #22486 through #22503 and cheques #22523 through #22525 as described in the attached cheque register report. CARRIED

 

#078-05-15 – B. Reid – R. Case

THAT we accept the 2014 Annual and Summary Reports for the Manitowaning and Sunsite Estates Water Treatment Plants. CARRIED

 

#079-05-15 – R. Case – B. Reid

THAT we approve the Manitoulin Snowdusters request to install a fuel tank on Township property at the Public Works Garage, subject to the following conditions:

  1. That the fuel tank be installed subject to TSSA specifications and approvals;
  2. That they provide us with a ‘hold harmless’ agreement; and
  3. That the Township be provided with a copy of the Manitoulin Snowdusters proof of environmental insurance with the Township listed as an additional insured party. CARRIED

 

INFORMATION:

THAT we acknowledge receipt of the following correspondence items:

  1. Ontario Human Rights Commission Correspondence
  2. Town of Aurora: Support for Bill 52 Resolution
  3. Museum Advisory Committee: Expression of Interest (2). CARRIED

 

BY-LAWS:

#081-05-15 – R. Case – B. Reid

THAT By-law #15-05, being a by-law of the Corporation of the Township of Assiginack respecting a policy for municipal donations be given its first and second readings. CARRIED

 

#082-05-15 – B. Reid – R. Case

THAT By-law #15-05, being a by-law of the Corporation of the Township of Assiginack respecting a policy for municipal donations be given its third and final reading and enacted in open Council. CARRIED

 

CLOSED SESSION:

#083-05-15 – R. Case – B. Reid

THAT in accordance with By-law #02-02 as amended and Section 239 of the Municipal Act as amended, Council proceed to a ‘Closed Session’ (in-camera) at 7:35 p.m. in order to attend to a matter pertaining to:

  1. Labour relations. CARRIED

THAT we adjourn from our Closed Session at 7:45 p.m., approve the minutes of the Closed Session of January 20, 2015 and resume our regular meeting. CARRIED
