THE CORPORATION OF THE TOWNSHIP OF ASSIGINACK

 MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, March 17, 2015 at 5:00 P.M.

 

Present were Reeve Paul Moffatt, Members Robert Case, Leslie Fields, Hugh Moggy, and Brenda Reid

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 5:00 p.m., with Reeve Moffatt presiding in the Chair. CARRIED

 

AGENDA:

THAT the agenda for this meeting be accepted as presented. CARRIED

 

DISCLOSURE OF PECUNIARY INTEREST:

Councillor Reid disclosed a direct pecuniary interest in Agenda Item 6A Payroll as her husband is an employee of the Township.  She did not take part in any discussion, attempt to influence the vote or vote on the matter.

Councillor Moggy disclosed an indirect pecuniary interest in Agenda Item 6C Museum Advisory Committee & Cemetery Board Appointments as two of the applicants are relatives and he has expressed interest in being the Council representative for both groups.  He elected to leave the room for this discussion, therefore he did not take part in any discussion, attempt to influence the vote or vote on the matter.

 

ADOPTION OF MINUTES:

THAT the minutes of the Manitoulin East Airport Commission meeting of March 2nd, 2015 be accepted. CARRIED

THAT the minutes of the Sudbury & District Board of Health meeting of February 19th, 2015 be received. CARRIED

REPORTS:

THAT we accept the Report from the Clerk titled, “Exotic Animals/Pets and Wildlife Feeding By-law.” CARRIED

 

ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:

General:           $126,121.80

AND THAT the Reeve and administration be authorized to complete cheques #22551 through #22589 as described in the attached cheque register report. CARRIED

THAT Council authorizes the following Accounts for Payment:

Payroll:            $16,199.34

AND THAT the Reeve and administration be authorized to complete cheques #22531 through #22550 as described in the attached cheque register report. CARRIED

THAT we approve Cassie Kuntsi’s request for a donation in the amount of $100.

AND THAT we invite Ms. Kuntsi to make a presentation to Council upon her return from Kenya to share her experiences from her trip and the “Me to We Program.” CARRIED

THAT we appoint the following Council and Community Representatives to the Museum Advisory Committee:

  1. Hugh Moggy, Council Representative
  2. Dawn Roque, Community Representative
  3. Natalie Hartley, Community Representative
  4. Heather McKenzie, Community Representative
  5. Alice Pennie, Community Representative.  CARRIED

THAT we appoint the following Council and Community Representatives to the Hilly Grove Cemetery Board:

  1. Hugh Moggy, Council Representative (Assiginack)
  2. Eric Russell, Council Representative (Tehkummah)
  3. Andy Bowerman, Community Representative.  CARRIED

THAT we schedule the Public Budget Meeting for March 24th, 2015 at 4:30 p.m., to be held in the Council Chambers of the Municipal Building. CARRIED

THAT we acknowledge receipt of the following correspondence item:

BY-LAWS:

THAT By-law #15-06, being a by-law of the Corporation of the Township of Assiginack to Authorize the CAO to sign a marketing license agreement with Service Line Warranties of Canada, Inc. be given its first and second readings.  CARRIED

THAT By-law #15-06, being a by-law of the Corporation of the Township of Assiginack to Authorize the CAO to sign a marketing license agreement with Service Line Warranties of Canada, Inc. be given its third and final reading and enacted in open Council. CARRIED

 

#101-06-15 – R. Case – B. Reid

THAT By-law #15-07, being a by-law of the Corporation of the Township of Assiginack to Regulate the Keeping and Feeding of Animals be given its first and second readings. CARRIED

 

#102-06-15 – B. Reid – R. Case

THAT By-law #15-07, being a by-law of the Corporation of the Township of Assiginack to Regulate the Keeping and Feeding of Animals be given its third and final reading and enacted in open Council. CARRIED

 

ANNOUNCEMENTS:

Councillor Moggy reported to Council on the most recent Community Policing Advisory Committee meeting.  Council decided to invite local OPP representatives to a Council meeting to further explain their 2015 Community Safety Initiatives.

 

CLOSED SESSION:

#103-06-15 – R. Case – B. Reid

THAT in accordance with By-law #02-02 as amended and Section 239 of the Municipal Act as amended, Council proceed to a ‘Closed Session’ (in-camera) at 5:24 p.m. in order to attend to a matter pertaining to:

  1. Labour relations. CARRIED

THAT we adjourn from our Closed Session at 5:38 p.m., approve the minutes of the Closed Session of March 3rd, 2015 and resume our regular meeting. CARRIED

Closed Session Notes: CAO updated Council on the Museum Curator position; four applications had been received by the closing date.  Interviews for this position will be completed by the end of this week.  Council instructed staff to re-advertise the cemetery care taker position as two separate positions; grounds keeping and interment specialist. No other items were discussed.
