MINUTES OF THE SPECIAL COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, March 24, 2015 at 4:30 P.M.

 

Present were Reeve Paul Moffatt, Members Robert Case, Leslie Fields, Hugh Moggy, and Brenda Reid

OPENING:

THAT the Special Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 4:30 p.m., with Reeve Moffatt presiding in the Chair. CARRIED

 

AGENDA:

THAT the agenda for this meeting be accepted as presented. CARRIED

REPORTS:

ACTION REQUIRED ITEMS:

#108-07-15 – R. Case – B. Reid

THAT we authorize the Reeve and CAO to sign the Letter of Intent with RealTerm Energy Corporation, to conduct an Investment Grade Audit on our street lighting infrastructure for the purpose of potentially entering into an Energy Savings Agreement, depending on the results of the Investment Grade Audit. CARRIED

 

Budget Deliberation Notes:

Councillor Moggy expressed that he would have preferred to see only a 1% increase.  The remainder of Council agreed with the 2% increase if the streetlight project was included as this will yield significant savings in only two years.  Councillor Fields indicated that this increase made good business sense, all of Council agreed.

Councillors Fields and Reid indicated that the repair of Spragge Street should be included in the capital budget as the condition of the road is very bad and it is a high traffic area.  Discussion ensued on whether or not the Red Lodge Road apportionment could be used for Spragge Street as opposed to being put into a reserve as that project likely will not be completed this year.  It was decided to change “Red Lodge Road” to “Spragge Street” on the attached capital budget spreadsheet and keep the same dollar figure.  After the repairs of Spragge Street, the difference between actual and budgeted will be put into the Red Lodge Road Reserve.

THAT we schedule the Public Budget Meeting for the purpose of presenting the proposed budget to ratepayers and acquiring their input, for May 5th, 2015 at 7:00 p.m. CARRIED

None

 

ANNOUNCEMENTS:

Councillor Fields indicated that she was approached by a taxpayer who asked if the Township would be doing anything to enforce property standards.  Councillor Moggy agreed that he would like to see the by-law enforced.  The CAO indicated that the two specific complaints would be addressed in the Spring once the snow has completely melted.

 

CLOSED SESSION:

THAT Staff be instructed to make an offer of employment to Kelsey Maguire for the position of Museum Curator and prepare the necessary employment by-law for our next meeting. CARRIED

Note: Council did not move into closed session, the Clerk presented this motion in open Council.
