MINUTES OF THE REGULAR COUNCIL MEETING
The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, April 3, 2018 at 5:00 p.m.

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 5:00 p.m., with Mayor Moffatt presiding in the Chair. CARRIED

THAT the agenda for this meeting be accepted as presented. CARRIED
DISCLOSURE OF PECUNIARY INTEREST:
Councillor Reid disclosed a direct pecuniary interest in Agenda Item 7A Payroll as her husband is an employee of the Township. She did not take part in any discussion, attempt to influence the vote or vote on the matter.
Mayor Moffatt disclosed a direct pecuniary interest in Agenda Item 7C Animal Control Officer Contract as his son is the current Animal Control Officer for the Township. He did not take part in any discussion, attempt to influence the vote or vote on the matter.

PUBLIC MEETING UNDER THE AUTHORITY OF THE PLANNING ACT

THAT we adjourn from our Regular Meeting and Open a Public Meeting for the purpose of hearing comments on a proposed amendment to By-law #80-20, being a by-law to regulate the use of land in the Township of Assiginack, with Mayor Moffatt presiding in the Chair. CARRIED
Note: The Mayor asked the Clerk a series of questions related to the timing of the Notice and the reason and purpose for the temporary use by-law. There were no persons in attendance to speak for or against the by-law and there were no written submissions submitted to the Clerk.

AND THAT the Mayor and administration be authorized to complete cheques #27584 through #27589 as described in the attached cheque register report. CARRIED

WHEREAS the Council of the Township of Assiginack has received the following responses to Request for Proposal # 2018-02: Lease of the Township owned Marina for Recreational Marina Operation:

- Troy Cooper
THEREFORE BE IT RESOLVED THAT Council acknowledges receipt of the above proposals and instructs staff to prepare a staff report for the next regular meeting of Council. CARRIED
Note: Mayor Moffatt vacated the Chair and left the room prior to the passing of following resolution. Deputy Mayor Moggy assumed the chair and called for the vote on the matter.

THAT Assiginack Council instructs staff to prepare the tender documents for the Animal Control Officer contract. CARRIED

THAT Council increases the donation to Fixing Our Felines to $500 and request that an activity report be submitted at the end of year;
AND THAT Council recommends that the next Council consider a similar annual donation for the next term of Council. CARRIED

THAT By-law #18-07, being a by-law to amend by-law #80-20, being a by-law to regulate the use of land in the Township of Assiginack, for the purpose of authorizing temporary use provisions for specific lands be given its first, second, and third readings and enacted in open Council. CARRIED
#110-07-18 B. Reid – R. Case
THAT By-law #18-08, being a by-law to authorize a contribution agreement for funding under the Rural Economic Development Program, be given its first, second and third readings and enacted in open Council. CARRIED
