MINUTES OF THE REGULAR COUNCIL MEETING
The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, May 5, 2015 at 7:00 P.M.
Present were Reeve Paul Moffatt, Members Robert Case and Leslie Fields
Excused were Hugh Moggy and Brenda Reid

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 7:00 p.m., with Reeve Moffatt presiding in the Chair. CARRIED
AGENDA:

THAT the agenda for this meeting be amended by adding the following items:

THAT the Council of the Corporation of the Township of Assiginack thanks Phil Blake for his delegation and for his suggestions towards the budget process. CARRIED
REPORTS

THAT the Council of the Corporation of the Township of Assiginack accepts the report from the Treasurer titled, “Ontario Regulation 284/09 – 2015 Budget.” CARRIED

THAT the Council of the Corporation of Assiginack accepts the report from the CAO titled, “2015-2016 Comprehensive Insurance Renewal Proposal.”
AND THAT we accept the 2015/2016 Comprehensive Insurance Program from JLT/MIS Knox Insurance Brokers for a Renewal Price of $42,893.00 plus applicable taxes. CARRIED

THAT By-law #15-12, being a by-law of the Corporation of the Township of Assiginack to Set Tax Ratios for Municipal Purposes for the year 2015 be given its first and second readings. CARRIED

THAT By-law #15-12, being a by-law of the Corporation of the Township of Assiginack to Set Tax Ratios for Municipal Purposes for the year 2015 be given its third and final reading and enacted in open Council. CARRIED

THAT By-law #15-13, being a by-law of the Corporation of the Township of Assiginack to provide for the adoption of tax rates and to further provide for penalty and interest in default of payment thereof for 2015 be given its first and second readings. CARRIED

THAT By-law #15-14, being a by-law of the Corporation of the Township of Assiginack to amend By-laws #98-02 and #98-03 to set annual water rates for the Sunsite Estates subdivision and annual water and sewage rates for Manitowaning be given its first and second readings. CARRIED

THAT By-law #15-14, being a by-law of the Corporation of the Township of Assiginack to amend By-laws #98-02 and #98-03 to set annual water rates for the Sunsite Estates subdivision and annual water and sewage rates for Manitowaning be given its third and final reading and enacted in open Council. CARRIED
ANNOUNCEMENTS:
The CAO announced that the LED Street Light Project is underway, the company providing the new LED fixtures was in Manitowaning to GIS map the locations of each street light.
He also announced that the Service Line Warranty Program, which was endorsed by Council in March, will be sending out an information letter to all waterworks users later this month.
CLOSED SESSION:

THAT in accordance with By-law #02-02 as amended and Section 239 of the Municipal Act as amended, Council proceeds to a “Closed Session (in-camera)” at 7:40 p.m. in order to attend to a matter pertaining to:
- Labour relations or employee negotiations
- Litigation, potential litigation, including matters before administrative tribunals affecting the Municipality of local board
- Advice that is subject to solicitor-client privilege including communications necessary for that purpose. CARRIED

THAT we adjourn from our Closed Session at 8:14 p.m., approve the minutes of the Closed Session of April 7th, 2015 and resume our regular meeting. CARRIED
