THE CORPORATION OF THE TOWNSHIP OF ASSIGINACK

MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, May 19, 2015 at 5:00 P.M.

 

Present were Reeve Paul Moffatt, Members Leslie Fields and Brenda Reid

Excused were Robert Case and Hugh Moggy

OPENING:

#174-11-15 – B. Reid – L. Fields

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 5:00 p.m., with Reeve Moffatt presiding in the Chair. CARRIED

 

AGENDA:

#175-11-15 – L. Fields – B. Reid

THAT the agenda for this meeting be accepted as presented. CARRIED

 

DISCLOSURE OF PECUNIARY INTEREST:

Councillor Reid disclosed a direct pecuniary interest in Agenda Items 6A Payroll as her husband is an employee of the Township.  She did not take part in any discussion, attempt to influence the vote or vote on the matter.

 

ADOPTION OF MINUTES:

THAT the Minutes of the May 5th, 2015 Regular Meeting of Council be accepted. CARRIED

 

#177-11-15 – L. Fields – B. Reid

THAT the minutes of the May 4th, 2015 Manitoulin East Municipal Airport Commission Meeting be accepted. CARRIED

 

#178-11-15 – B. Reid – L. Fields

THAT the minutes of the April 28th, 2015 Manitoulin Planning Board Meeting be received. CARRIED

 

#179-11-15 – L. Fields – B. Reid

THAT the minutes of the April 17 & 18, 2015 North Channel Marine Tourism Annual Conference be received. CARRIED

 

REPORTS

THAT the Council of the Corporation of the Township of Assiginack accepts the report from the Clerk titled, “Provision of Notice By-law.” CARRIED

 

ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:

General:           $107,084.28

AND THAT the Reeve and administration be authorized to complete cheque #24258 and cheques #24214 through #24257 as described in the attached cheque register report. CARRIED

 

#182-11-15 – P. Moffatt – L. Fields

THAT Council authorizes the following Accounts for Payment:

Payroll:            $15,920.74

AND THAT the Reeve and administration be authorized to complete cheques #24259 through #24280 as described in the attached cheque register report. CARRIED

 

#183-11-15 – L. Fields – B. Reid

THAT the Council of the Corporation of the Township of Assiginack approves the following Lottery License subject to the application submitted:

  1. i) South East Manitoulin Lion’s Club: Raffle. CARRIED

THAT the Council of the Corporation of the Township of Assiginack has received the Actual vs. Budget Comparison for the four month period of January to April 2015. CARRIED

 

INFORMATION:

THAT we acknowledge receipt of the following correspondence items:

  1. OCWA’s Operation and Maintenance Quarterly Report, Jan-Mar 2015
  2. Letter: Bereavement Authority of Ontario
  3. Letter: Manitoulin Planning Board re: Request for Review of Weighted Voting Criteria
  4. Letter: Michael Mantha, MPP re: Privatization of Hydro One
  5. Resolution: Municipality of Trent Lakes re: Demonstrated Need for Aggregates. CARRIED

 

BY-LAWS:

#186-11-15 – L. Fields – B. Reid

THAT By-law #15-15, being a by-law of the Corporation of the Township of Assiginack to Prescribe the Form and Manner and Times for the Provision of Notice and repeal By-law #03-12 be given its first and second readings. CARRIED

 

ANNOUNCEMENTS:

The CAO made two announcements:

(1) The South East Manitoulin Lion’s Club has made a request to meet with Township Council and Staff to see if the horse ring fence at the fairgrounds can be moved as it will interfere with the smash-up derby.  It was decided that the meeting shall be granted and will include all stakeholders.

(2) Councillors should be expecting a memo from the Project and Events Coordinator in regards to the plans for the waterfront as they will be in this week.  The CAO asked for all comments to be submitted as soon as possible and mentioned the possibility of having a special meeting to approve the plans if Council is satisfied with the plans.
