THE CORPORATION OF THE TOWNSHIP OF ASSIGINACK

MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, June 2, 2015 at 7:00 P.M.

 

Present were Reeve Paul Moffatt, Members Robert Case, Leslie Fields, Hugh Moggy and Brenda Reid

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 7:00 p.m., with Reeve Moffatt presiding in the Chair.  CARRIED

 

AGENDA:

THAT the agenda for this meeting be accepted as presented. CARRIED

 

DISCLOSURE OF PECUNIARY INTEREST:

Councillor Reid disclosed a direct pecuniary interest in Agenda Items 6A Payroll as her husband is an employee of the Township.  She did not take part in any discussion, attempt to influence the vote or vote on the matter.

 

ADOPTION OF MINUTES:

THAT the Minutes of the May 19th, 2015 Regular Meeting of Council be accepted. CARRIED

THAT the minutes of the March 30th, 2015 Assiginack Public Library Board Meeting be accepted. CARRIED

 

REPORTS

#192-12-15 – B. Reid – H. Moggy

THAT the Council of the Corporation of the Township of Assiginack accepts the report from the Clerk titled, “Smoke-Free Ontario Act.” CARRIED

 

#193-12-15 – H. Moggy – B. Reid

THAT the Council of the Corporation of the Township of Assiginack accepts the report from the Clerk titled, “Recreation Activities Policy”

AND THAT the Recreation Activities Policy be adopted by Council. CARRIED

 

ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:

General:            $155,732.52

AND THAT the Reeve and administration be authorized to complete cheques #24342 through #24386 as described in the attached cheque register report.  CARRIED

 

#195-12-15 – L. Fields – R. Case

THAT Council authorizes the following Accounts for Payment:

Payroll: $21,638.41

AND THAT the Reeve and administration be authorized to complete cheques #24307 through #24341 as described in the attached cheque register report.  CARRIED

 

#196-12-15 – R. Case – L. Fields

THAT the Council of the Corporation of the Township of Assiginack approves a $100 donation to the Manitoulin Navy League in support of their Sea Cadets program.  CARRIED

 

#197-12-15 – L. Fields – R. Case

THAT the Council of the Corporation of the Township of Assiginack authorizes staff to inform the Manitoulin Planning Board that we have no objections or concerns to Consent File No.’s B25-15 and B26-15, subject the application submitted. CARRIED

 

#198-12-15 – L. Fields – R. Case

THAT WHEREAS the Council of the Corporation of the Township of Assiginack has received the following responses, exclusive of HST, to Tender No. 2015-01: Municipal Office Renovations;

Windows Unlimited                              $175,687.00

Prosperi Co. Ltd.                                   $327.424.00

Krew Contracting Inc.                          $392,944.64

First General Services                           $215,113.28

NOW THEREFORE THAT the tender of Windows Unlimited be accepted and Staff and the consultant be instructed to negotiate potential cost savings and report back to Council. CARRIED

BY-LAWS:

#200-12-15 – R. Case – L. Fields

THAT By-law #15-15, being a by-law of the Corporation of the Township of Assiginack to prescribe the form and manner and times for the provision of notice and repeal By-law #03-12 be given its third and final reading and enacted in open Council. CARRIED

 

#201-12-15 – L. Fields – R. Case

THAT By-law No. 15-16, being a by-law to authorize the signing of an amending agreement between the Corporation of the Township of Assiginack and Ontario Clean Water Agency be given its first and second readings. CARRIED

 

#202-12-15 – R. Case – L. Fields

THAT By-law No. 15-16, being a by-law to authorize the signing of an amending agreement between the Corporation of the Township of Assiginack and Ontario Clean Water Agency be given its third and final reading and enacted in open Council. CARRIED

 

ANNOUNCEMENTS:

The Clerk announced that the Friends of the Norisle/Steamship Society have requested a meeting of Council, on June 12, 2015 at 4 p.m.  The fundraising campaign manager will be in attendance to discuss the strategy and program for the Norisle campaign.  In order for all Council members to attend, staff will ask the Friends of the Norisle to have the meeting at 4:30 p.m. on June 12, 2015.

The Clerk also announced that representatives from the South East Manitoulin Lion’s Club were at the office earlier in the day to request that the western portion of the horse ring fence at the Fairgrounds be removed for their annual smash-up derby.  Because of insurance issues, if the fence is not moved, they would not be running the smash-up derby this year.  Council decided to invite them to one more site meeting at the Fairgrounds with their representatives, Council and staff to see if there are any alternatives to removing a portion of the fence.

Councillor Moggy had a number of questions and comments, as he has missed meetings due to vacation, regarding the following: Assiginack Information Booth, Summer Students, Water & Wastewater Collection Policy, and meetings for the Museum Advisory Committee and the Hilly Grove Cemetery Board.
