MINUTES OF THE REGULAR COUNCIL MEETING
The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, June 16, 2015 at 5:00 P.M.

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 5:00 p.m., with Reeve Moffatt presiding in the Chair. CARRIED
AGENDA:

THAT the agenda for this meeting be accepted as presented. CARRIED
DISCLOSURE OF PECUNIARY INTEREST:
Councillor Reid disclosed a direct pecuniary interest in Agenda Item 6A Payroll as her husband is an employee of the Township. She did not take part in any discussion, attempt to influence the vote or vote on the matter.
ADOPTION OF MINUTES:

THAT the Minutes of the June 2, 2015 Regular Meeting of Council be accepted. CARRIED

THAT the Minutes of the Manitoulin East Municipal Airport Commission Meeting of June 1, 2015 be accepted. CARRIED

THAT the Minutes of the Manitoulin Planning Board Meeting of May 26, 2015 be received. CARRIED

Note: The Closed Session was moved to the end of the meeting to accommodate the press and ratepayers in attendance.
ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:
General: $113,868.86
AND THAT the Reeve and administration be authorized to complete cheques #24410 through #24435 as described in the attached cheque register report. CARRIED

THAT Council authorizes the following Accounts for Payment:
Payroll: $18,813.06
AND THAT the Reeve and administration be authorized to complete cheques #24387 through #24409 and cheque #24436 as described in the attached cheque register report. CARRIED

THAT we inform the South East Manitoulin Lion’s Club that on the advice of the Canada Revenue Agency – Charities Directorate, we must decline their request to issue Tax Receipts on their behalf. CARRIED
Note: Members of the Lion’s Club questioned the advice given to the Municipality in regards to writing tax receipts on their behalf. However, the CAO confirmed that this practise would put Assiginack’s Charitable Status at risk. Therefore, despite what other municipalities may do in this regard, that the Township of Assiginack will continue to only write tax receipts for their own purposes and not for other organizations, as regulated by the Canada Revenue Agency.

THAT Council declares the 2015 Summerfest Weekend of July 17, 18 and 19 as a Community Event/Festival;
AND THAT the Lion’s Club be asked to coordinate its needs with the Public Works Department through the office of the PEC. CARRIED

THAT Council approves the request of the South East Manitoulin Lion’s Club to remove the boards (only) from the western side of the Horse Ring at the Fairgrounds in order to facilitate the smash-up derby to take place on Saturday afternoon, July 18th of Summerfest weekend. CARRIED

THAT we acknowledge receipt of the following correspondence items:
- Project & Events Coordinator Memo re: Canada’s 150th Birthday Grant Opportunities
- FONOM, NOMA & NOSDA Working Together to Benefit Northern Ontario Municipalities
- Keep Hydro One Public
- Rural Ontario Municipal Association re: Research Initiatives. CARRIED
Note: Discussion ensued regarding Canada’s 150th Birthday Grant Opportunities. Councillor Moggy thought it would be beneficial to get input from the community on which project they would like to see the Township apply for. Councillor Fields wanted to get pricing information on the Arena and Library projects. Councillor Reid questioned whether or not the Norisle Fundraising group will want the Township to apply for funds to be applied to the Norisle project in some manner. It was decided that a public meeting will be advertised to get input from the community and to update the community on the Norisle fundraising project.
BY-LAWS:

THAT By-law #15-17, being a by-law of the Corporation of the Township of Assiginack to authorize an agreement with Realterm Energy Corporation for the design, installation and transfer of LED streetlight fixtures be given its first and second readings. CARRIED

THAT By-law #15-17, being a by-law of the Corporation of the Township of Assiginack to authorize an agreement with Realterm Energy Corporation for the design, installation and transfer of LED streetlight fixtures be given its third and final reading and enacted in open Council. CARRIED

THAT By-law No. 15-18, being a by-law of the Corporation of Township of Assiginack to accept a tender for the municipal office renovations at 164 Arthur Street be given its first and second readings. CARRIED
#224-14-15 B. Reid – H. Moggy
THAT By-law No. 15-18, being a by-law of the Corporation of Township of Assiginack to accept a tender for the municipal office renovations at 164 Arthur Street be given its third and final reading and enacted in open Council. CARRIED
ANNOUNCEMENTS:
Councillor Moggy confirmed with Staff that arrangements have been made at the Cenotaph Memorial for grass cutting and trimming. He also confirmed that an advertisement has been put in the newspaper for a citizen to join the Museum Advisory Committee.
CLOSED SESSION:

THAT in accordance with By-law #02-02 as amended and Section 239 of the Municipal Act as amended, Council proceeds to a “Closed Session (in-camera)” at 5:33 p.m. in order to attend to a matter pertaining to:
- i) Advice that is subject to solicitor-client privilege including communications necessary for that purpose. CARRIED
