MINUTES OF THE REGULAR COUNCIL MEETING
The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, June 20th, 2017 at 5:00 p.m.

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 5:00 p.m., with Mayor Moffatt presiding in the Chair. CARRIED
AGENDA:

THAT the agenda for this meeting be amended by adding item:
6-G) OPP Realignment, Invitation to Council;
AND THAT the agenda be accepted as amended. CARRIED
DISCLOSURE OF PECUNIARY INTEREST:
Councillor Reid disclosed a direct pecuniary interest in agenda item 6A Payroll as her husband is an employee of the Township and item 6A General as she was paid to provide a cake for a Township event. She did not take part in any discussion, attempt to influence the vote or vote on the matter.
ANNOUNCEMENTS:
Councillor Fields complimented the Burns Wharf Theatre Players on another successful season that showcased our talented community members. The Players sold out their last 3 performances and have been mentoring young actors/actresses. She also complimented the Museum Advisory Board on their new Facebook page that has been sharing old pictures of Manitowaning that are being enjoyed by many.
Councillor Moggy commented that the Lighthouse looks great now that it has been painted and wanted to send the Ministry a thank you letter. Councillor Fields acknowledged that she has already contacted Carol Hughes to pass along thanks on behalf of the community.

THAT Council authorizes the following Accounts for Payment:

AND THAT the Mayor and administration be authorized to complete cheques #26739 through #26768 as described in the attached cheque register report. CARRIED

THAT Council authorizes the following Accounts for Payment:
Payroll: $20,508.96
AND THAT the Mayor and administration be authorized to complete cheques #26732 through #26738 as described in the attached cheque register report. CARRIED

WHEREAS Seniors Month is an annual province-wide celebration;
AND WHEREAS seniors have contributed and continue to contribute immensely to the life and vibrancy of this community;
AND WHEREAS seniors continue to serve as leaders, mentors, volunteers, and important and active members of this community;
AND WHEREAS their contributions past and present warrant appreciation and recognition and their stories deserve to be told;
AND WHEREAS the health and well-being of seniors is in the interest of all and further adds to the health and well-being of the community;
AND WHEREAS the knowledge and experience seniors pass on to us continues to benefit all;
THEREFORE the Council of the Township of Assiginack hereby proclaim June 1-30, 2017 Senior’s Month in the Township of Assiginack and encourage all citizens to recognize and celebrate the accomplishments of our seniors. CARRIED

THAT Windows Unlimited be authorized to proceed with the repairs to the lower entrance of the Library building, pursuant to the attached quote. CARRIED AS AMENDED
Note: Council deferred the painting of the Roller Mills east facing wall until staff can produce a report on the condition of the building’s roof.

THAT Council authorizes the Water & Sewer Expansion Review as per the proposal prepared by EXP Services Inc, at a cost of $6,300, excluding HST. CARRIED

THAT Council authorizes the Preliminary Engineering Review for the Public Works Garage-Fire Hall Expansion Project, as per the proposal prepared by Tulloch Engineering, at a cost of $24,000.00, excluding HST. CARRIED

WHEREAS the Council of the Township of Assiginack has received the following responses to Tender No. 2017-03: Winter Sand and Gravel:
- Mike Varey Excavating $ 58,488.80
- Calvin Pearson & Son Excavation & Haulage $ 58,963.40
THEREFORE BE IT RESOLVED THAT the tender of Mike Varey Excavating in the amount of $58,488.80, HST inclusive, be accepted. CARRIED
#173-13-17 H. Moggy – L. Fields
WHEREAS the realignment of the OPP Manitoulin and Espanola Detachments has been finalized and the new OPP detachment office will be built in Little Current;
AND WHEREAS the Manitoulin and Espanola Area municipalities have received very little information on the realignment in terms of service delivery changes and the fate of existing OPP buildings;
AND WHEREAS Assiginack Council has concerns and unanswered questions regarding this realignment and a responsibility for the safety of our ratepayers and those that pass through our municipality;
THEREFORE BE IT RESOLVED THAT the Council of the Corporation of the Township of Assiginack requests that the Manitoulin-Espanola OPP Staff Sergeant Kevin Webb attend a meeting of Council for the purpose of explaining the changes that can be expected by Manitoulin-Espanola area municipalities regarding OPP service delivery and the future use of existing OPP buildings. CARRIED
