MINUTES OF THE REGULAR COUNCIL MEETING
The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, August 4th, 2015 at 7:00 P.M.
Present: Reeve Paul Moffatt, Councillor Robert Case, Councillor Leslie Fields, Councillor Hugh Moggy, Councillor Brenda Reid

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 7:00 p.m., with Reeve Moffatt presiding in the Chair. CARRIED
AGENDA:

THAT the agenda for this meeting be amended by removing item 2-B Minutes of the POA Board of Management Meeting of July 6th, 2015;
AND THAT the agenda be accepted as amended. CARRIED
DISCLOSURE OF PECUNIARY INTEREST:
Councillor Reid disclosed a direct pecuniary interest in Agenda Item 6A Payroll as her husband is an employee of the Township. She did not take part in any discussion, attempt to influence the vote or vote on the matter.
ADOPTION OF MINUTES:

THAT the Minutes of the July 21, 2015 Special Council Meeting be accepted. CARRIED
ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:
General: $169,776.90
AND THAT the Reeve and administration be authorized to complete cheques #24632 through #24678 as described in the attached cheque register report. CARRIED
Note: The disclosure of pecuniary interest by Councillor Reid at the beginning of the meeting.

THAT Council authorizes the following Accounts for Payment:
Payroll: $16,392.71
Direct Deposit: $9,972.16
AND THAT the Reeve and administration be authorized to complete cheques #24616 through #24631 as described in the attached cheque register reports. CARRIED

THAT the Council of the Corporation of the Township of Assiginack has received the Monthly Budget Review: Actual vs. Budget Comparison as at June 30th, 2015. CARRIED
#279-18-15 H. Moggy – B. Reid
THAT WHEREAS the Council of the Corporation of the Township of Assiginack has received the following responses to Tender No. 2015-03: Reconstruct a Portion of Michael’s Bay Road;
R.M. Belanger Ltd. $95,937.00
Pearson & Son Excavation & Haulage Ltd. $21,131.00
TAC Contracting $37,119.37
Mike Varey & Sons Excavating $27,084.97
NOW THEREFORE THAT the tender of Calvin Pearson & Son Excavation & Haulage Ltd. be accepted and staff be instructed to contact all parties and inform them of the results. CARRIED

BY-LAWS:

THAT By-law #15-22, being a by-law to authorize an agreement with Paymentus (Canada) Corporation be given its first and second readings. CARRIED

THAT By-law #15-22, being a by-law to authorize an agreement with Paymentus (Canada) Corporation be given its third and final reading and enacted in open Council. CARRIED

THAT By-law #15-23, being a by-law to change of the name of the title of head of Council from “reeve” to “mayor” be given its first and second readings. CARRIED

THAT By-law #15-23, being a by-law to change of the name of the title of head of Council from “reeve” to “mayor” be given its third and final reading and enacted in open Council. CARRIED
ANNOUNCEMENTS:
Councillor Reid expressed that she has had requests for more horse riding signs on Mitchell’s Road.
Councillor Moggy announced that a Remembrance Service will be held at the Hilly Grove Cemetery on Sunday, August 9th, 2015. He also announced that the Museum Advisory Committee is searching for the best possible date to hold a 60th Anniversary celebration of the Assiginack Museum. Councillor Moggy commended the Public Works Supervisor for cutting grass in town.
The CAO received an unsolicited request for the Township to replace a piece of sidewalk at the Pharmacy on Arthur Street. The cost to remove and replace this portion of the sidewalk will be $2,200.00. Council agreed this is a safety concern that should be addressed. The CAO informed Council that the Manitoulin Tourism Association’s funding for the two students working at the Assiginack Information Booth would expire two weeks early. He suggested to Council that the Township pay the student’s wages for the last two weeks of the summer. Council agreed.
