MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, September 1st, 2015 at 7:00 P.M.

 

Present: Mayor Paul Moffatt, Councillor Robert Case, Councillor Leslie Fields, Councillor Hugh Moggy

Excused: Councillor Brenda Reid

Staff: Jeremy Rody, Clerk, Ron Cooper, PW Superintendent

Press: Alicia McCutcheon, Expositor

Others: Staff Sergeant Kevin Webb, OPP, Constable Al Boyd, OPP

 

OPENING:

#312-20-15      R. Case – L. Fields

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 7:03 p.m., with Mayor Moffatt presiding in the Chair. CARRIED

 

AGENDA:

#313-20-15      L. Fields – R. Case

THAT the agenda for this meeting be amended by:

Adding item 6D) Bells for the Queen

Removing item 3B) Andy Bowerman & Jim Mortimer re: Rogers Creek Bridge

AND THAT the agenda be accepted as amended. CARRIED

 

DISCLOSURE OF PECUNIARY INTEREST:

ADOPTION OF MINUTES:

THAT the Minutes of the August 18th, 2015 Regular Council Meeting be accepted. CARRIED

 

DELEGATIONS

THAT we thank Staff Sergeant Webb and Constable Boyd for attending this meeting and making their presentation to Council. CARRIED

 

ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:

General:            $151,045.18

AND THAT the Mayor and administration be authorized to complete cheques #24719 through #24730 and cheques #24749 through #24786 as described in the attached cheque register reports. CARRIED

THAT Council authorizes the following Accounts for Payment:

Payroll:            $18,315.52

Direct Deposit:             $9,745.83

AND THAT the Mayor and administration be authorized to complete cheques #24731 through #24748 as described in the attached cheque register reports. CARRIED

THAT the Council of the Corporation of the Township of Assiginack has received the Monthly Budget Review – Actual vs. Budget Comparison as at July 31st, 2015. CARRIED

THAT Council accepts the resignation of Allan Elliot as the Assiginack Fire Department Fire Chief;

AND THAT Council sincerely thanks Allan and his family for the decades of service that he provided to our community.  Council recognizes that the position of Fire Chief is one of great responsibility and when those emergencies occur, everything else must be put on hold, and the commitment and responsibility of this is appreciated by not only Council but all residents of Assiginack. CARRIED

 

#320-20-15      R. Case – H. Moggy

THAT the August 30, 2015 email from Canadian Royal Heritage Trust regarding Her Majesty Queen Elizabeth II becoming Canada’s longest reigning Queen and requesting the Township’s recognition of this milestone on  September 9, 2015, be approved. CARRIED

 

INFORMATION:

THAT we acknowledge receipt of the following correspondence items:

  1. Friends of the S.S. Norisle Steamship Society Meeting Minutes of August 11th and August 19th, 2015
  2. Township of Hamilton: Bill 100 Supporting Ontario Trails Act

BY-LAWS:

THAT By-law #15-25, being a by-law to authorize the purchase of property be given its first and second readings. CARRIED

 

#323-20-15      H. Moggy – L. Fields

THAT By-law #15-25, being a by-law to authorize the purchase of property be given its third and final reading and enacted in open Council. CARRIED

THAT By-law #15-26, being a by-law to authorize an agreement with Windows Unlimited for Municipal Office Renovations – Phase 2 be given its first and second readings. CARRIED

THAT By-law #15-26, being a by-law to authorize an agreement with Windows Unlimited for Municipal Office Renovations – Phase 2 be given its third and final reading and enacted in open Council. CARRIED

THAT By-law #15-27, being a by-law to appoint a Fire Chief (Dwayne Elliot) be given its first and second readings. CARRIED

THAT By-law #15-27, being a by-law to appoint a Fire Chief (Dwayne Elliot) be given its third and final reading and enacted in open Council. CARRIED

 

ANNOUNCEMENTS:

Councillor Moggy commented that the work done by Public Works on the property at the corner of Campbell Street and Queen Street has been a big improvement.  Mayor Moffatt asked if the ditches could be seeded and offered cedar trees from his property, if desired.

Councillor Case inquired about new “Welcome to Assiginack” signage on the Highway 6 (North bound), that is not in line with the proper boundary of Assiginack.  Staff noted that the Township did not install the sign and were not aware of this issue and would look into it and report back to Council.  Council noted Cardwell Street and Concession 6 should also have Assiginack signage at the respective boundaries.
