MINUTES OF THE REGULAR COUNCIL MEETING
The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, October 20th, 2015 at 5:00 p.m.
Present: Mayor Paul Moffatt, Councillor Robert Case, Councillor Leslie Fields, Councillor Hugh Moggy, Councillor Brenda Reid
Staff: Alton Hobbs, CAO, Ron Cooper, PW Superintendent, Jeremy Rody, Clerk, Jackie White, PEC
OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 5:00 p.m., with Mayor Moffatt presiding in the Chair. CARRIED
AGENDA:

THAT the agenda for this meeting be accepted as presented. CARRIED
DISCLOSURE OF PECUNIARY INTEREST:
Councillor Reid disclosed a direct pecuniary interest in Agenda Item 6A Payroll as her husband is an employee of the Township. She did not take part in any discussion, attempt to influence the vote or vote on the matter.
ADOPTION OF MINUTES:

THAT the Minutes of the October 6th, 2015 Regular Council meeting be accepted. CARRIED

THAT the Minutes of the October 5th, 2015 Manitoulin East Municipal Airport Commission meeting be accepted. CARRIED

THAT the Minutes of the September 9th, 2015 Community Policing Advisory Committee meeting be received. CARRIED

THAT the Minutes of the September 29th, 2015 Manitoulin Planning Board meeting be received. CARRIED

THAT Council authorizes the following Accounts for Payment:
General: $154,206.94
AND THAT the Mayor and administration be authorized to complete cheques #24893 through #24924 as described in the attached cheque register reports. CARRIED

THAT Council authorizes the following Accounts for Payment:
Payroll: $18,822.90
AND THAT the Mayor and administration be authorized to complete cheques #24887 through #24892 as described in the attached cheque register reports. CARRIED

THAT the Council of the Corporation of the Township of Assiginack has received the Monthly Budget Review- Actual vs. Budget Comparison as at August 31st, 2015. CARRIED

THAT Council approves the following Lottery Licence subject to the applications submitted:
1) Manitowaning Minor Hockey Association – Raffle Draw – December 13, 2015. CARRIED

THAT Council approves the Fire Chiefs request to purchase equipment from the Wikwemikong Fire Department in the amount of $6,000. CARRIED

THAT we acknowledge receipt of the following correspondence items:
- First Nations – Municipal Community Infrastructure Partnership Program (CIPP)
- Town of Perry Sound: Support for Syrian Refugees Resolution. CARRIED
ANNOUNCEMENTS & INQUIRIES:
Councillor Moggy asked if there was going to be streetlights installed at the intersection of Michael’s Bay Road and Walcot Street, as well as across from the Spirit of Manitoulin Restaurant on Queen Street. Staff responded that a new light should be going up on the Michael’s Bay Road and Walcot Street corner and will look into the other location. Councillor Moggy inquired about the moss on the Arena North Wall, Public Works informed Council that it has been removed and there was no sign of mold.
CLOSED SESSION:

THAT in accordance with By-law #02-02, as amended and Section 239 of the Municipal Act, as amended, Council proceeds to a “Closed Session (in-camera)” at 5:31 p.m. in order to attend to a matter pertaining to:
1) Labour Relations. CARRIED

THAT we adjourn from our Closed Session at 5:45 p.m., approve the minutes of the Closed Session of September 29th, 2015 and resume our regular meeting. CARRIED
