THE CORPORATION OF THE TOWNSHIP OF ASSIGINACK

MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, November 3rd, 2015 at 7:00 p.m.

 

Present: Mayor Paul Moffatt, Councillor Robert Case, Councillor Leslie Fields, Councillor Hugh Moggy, Councillor Brenda Reid

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 7:00 p.m., with Mayor Moffatt presiding in the Chair. CARRIED

 

AGENDA:

THAT the agenda for this meeting be accepted as presented. CARRIED

 

DISCLOSURE OF PECUNIARY INTEREST:

Councillor Reid disclosed a direct pecuniary interest in Agenda Item 6A Payroll as her husband is an employee of the Township.  She did not take part in any discussion, attempt to influence the vote or vote on the matter.

 

ADOPTION OF MINUTES:

THAT the Minutes of the October 20th, 2015 Regular Council meeting be accepted. CARRIED

THAT the Minutes of the September 21st, 2015 Assiginack Public Library Board meeting be accepted. CARRIED

 

REPORTS

THAT the recommendation in the report titled “Summer Student Program Review” be adopted by Council. CARRIED

 

ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:

General:            $208,737.10

AND THAT the Mayor and administration be authorized to complete cheques #24931 through #24967 as described in the attached cheque register reports. CARRIED

THAT Council authorizes the following Accounts for Payment:

Payroll: $17,949.66

AND THAT the Mayor and administration be authorized to complete cheques #24925 through #24929 as described in the attached cheque register reports. CARRIED

 

#388-25-15      B. Reid – R. Case

THAT we confirm our 2015 contribution of $300 to the Manitoulin Student Aid Fund and that Mayor Moffatt will represent the Municipality at Awards Night. CARRIED

THAT Council has received the Monthly Budget Review: Actual vs. Budget Comparison as at September 30th, 2015. CARRIED

THAT we acknowledge receipt of the following correspondence items:

  1. a) Friends of S.S. Norisle Steamship Society Meeting Minutes of August 25th, September 8th, September 23rd, and October 9th, 2015

BY-LAWS:

#391-25-15      R. Case – B. Reid

THAT By-law #15-29, being a by-law to adopt a code of conduct policy for Council Members and local boards be given its first and second readings. CARRIED

 

#392-25-15      B. Reid – R. Case

THAT By-law #15-30, being a by-law to govern the proceedings of Council and Committees and Boards of Council be given its first and second readings. CARRIED

THAT By-law #15-31, being a by-law to appoint a Community Emergency Management Coordinator (CEMC) and alternate CEMC for the Township of Assiginack be given its first and second readings. CARRIED

THAT By-law #15-31, being a by-law to appoint a Community Emergency Management Coordinator (CEMC) and alternate CEMC for the Township of Assiginack be given its third and final reading and enacted in open Council. CARRIED

 

ANNOUNCEMENTS & INQUIRIES:

Councillor Case commended the contractor that was hired by the Township to do some ditching work on Cardwell Street which has greatly improved the sight lines travelling around the Bay.

Councillor Reid announced that the Pumpkin Festival held on October 25th was a great success, well attended and everyone had a really great time.  She thanked the PEC for her work coordinating the event.

Councillor Moggy inquired about the status of the water arrears; the CAO advised that he will have a report to Council within the week.  Councillor Moggy also inquired if any applications have been received for the Strategic Planning Committee.  Staff informed Council that 3 applications have been received to date and applications are still being accepted.  Councillor Moggy asked Staff and Council if they wanted him to bring up the lack of an OPP presence in Manitowaning during Halloween night at the next CPAC meeting on December 9th, 2015.  The consensus was that the issue should be discussed at the CPAC meeting in December.

Councillor Fields also commended the PEC on a job well done with the Pumpkin Festival and the increase in attendance was wonderful.  Councillor Fields also wanted to acknowledge the Assiginack Fire Department Firefighters who were out in the inclement weather on Halloween night promoting Fire Safety.  She was very proud of the Fire Department for having such a visible presence in the community.
