MINUTES OF THE REGULAR COUNCIL MEETING
The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held and hosted by way of a Zoom conference from the Council Chambers on Tuesday July 7th, 2020 at 3:00 p.m.

OPENING:

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business at 3:00 pm, with a quorum of members present virtually, with Mayor Ham presiding in the Chair. CARRIED

 

AGENDA:

THAT we confirm the attendance of all the members of Council electronically (on Zoom) and adopt the agenda by adding the following:

6.e) Appointment of Assiginack 150 Advisory Committee Members. CARRIED

ANNOUNCEMENTS:

Councillor Moggy wished to recognize and thank all of the volunteers that helped to paint the pavilion at the arena fairgrounds and asked that a letter of thanks be sent to Alice Pennie.

Councillor Maguire wished to recognize Deb Smith for all of her hard work on the flower gardens at the Cenotaph and the Medical Clinic and also asked that a letter of thanks be sent.

 

ADOPTION OF MINUTES:

THAT the minutes of the Regular Council Meeting of June 2, 2020 and the Minutes of the Special Council Meeting of June 17, 2020 be accepted. CARRIED

 

DELEGATIONS:

REPORTS:

Councillor McDowell advised of the resolution recently passed by the Township of Central Manitoulin regarding two separate CPAC boards for the Manitoulin-Espanola OPP Detachment and asked if Council could pass a resolution in support.

THAT Council supports the resolution of the Township of Central Manitoulin and the concept of two Police Services Boards for the Manitoulin OPP Detachment area.

AND FURTHER THAT one of those board be specifically made of Manitoulin Island Municipal Representatives;

AND FURTHER THAT in light of the fact that Manitoulin-Espanola OPP Detachment covers a large geographical area, and that Manitoulin Island is physically divided by a bridge, and that the traffic volume on Manitoulin Island primarily services our local area, and a large tourist population,

AND FURTHER that along with the geographic separation there are many differences in composition of our communities whereby a separate police board would be more effective in establishing local objectives and priorities.

THAT Council authorizes the following Accounts for Payment:

General: $343,267.42

AND THAT the Mayor and Administration be authorized to complete Cheques #29941 through #29961 and #29967 through #30005 as described in the attached cheque register report. CARRIED

THAT Council authorizes the following Accounts for Payment:

Payroll: $44,916.21

AND THAT the Mayor and Administration be authorized to complete Cheques #29937 through #29940 and #29963 through #29966 as described in the attached cheque register report. CARRIED

THAT upon the recommendation of MPAC, Council authorizes the writing down of taxes on Roll #5111-000-005-076-02 due to the demolition of the residence on the property. CARRIED

 

#122-11-2020 H. Moggy – D. McDowell
THAT we acknowledge receipt and acceptance of the 2019 Consolidated Financial Statements as prepared by Freelandt, Caldwell Reilly. CARRIED

THAT we appoint the following ratepayers to an Assiginack 150th Anniversary Planning Committee:

Lisa Hallaert, Sandra Pennie, Susan Holmes, Leslie Fields, Alice Pennie, Lori Case and Margit Alberti.

AND THAT the principal staff resources be Kelsey Maguire and Jackie White. CARRIED

WHEREAS we have been approached by an unsolicited offer to provide a solution to the Rogers Creek Bridge closure that would allow it to be re-opened;

AND WHEREAS this a shared responsibility with the Township of Tehkummah;

AND WHEREAS Council will waive the requirements for a full tender process;

NOW THEREFORE THAT Council request a full costing from Northern Mat and Bridge for the most economical solution, complete with all government approvals and permits;

AND FURTHER THAT we ask the Township of Tehkummah for its support of this project and if funding is not available in 2020, if Tehkummah would consider Assiginack having the work completed after negotiating a repayment schedule. CARRIED

THAT By-law #20-08, being a by-law to License Taxi Cabs in Assiginack be given first, second and final readings and enacted in Open Council. CARRIED

THAT By-law #20-09, being a by-law to Regulate Backyard Chickens in Assiginack be given first, second and final readings and enacted in Open Council. CARRIED
