THE CORPORATION OF THE TOWNSHIP OF ASSIGINACK
MINUTES OF THE REGULAR COUNCIL MEETING

The Inaugural Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, November 15, 2022, at 5:00 p.m.

All members of Council were sworn in and took their seats.

 

OPENING:

THAT the Inaugural Meeting of the Council of the Corporation of the Township of Assiginack for the 2022-2026 term be opened for business at 5:10pm, with a quorum of members present, with Mayor Reid presiding in the Chair. CARRIED

PUBLIC MEETING:

THAT we adjourn the Regular Meeting and commence with a Public Meeting held under the authority of Section 34 of the Planning Act, to hear comments on a proposed zoning By-law amendment, with Mayor Reid presiding in the Chair. CARRIED

THAT the Minutes of the Assiginack Museum Advisory Board Meetings of June 6, July 12 and August 8th be accepted. CARRIED

THAT Council authorizes the following General Accounts for Payment, in the amount of $617,396.53, pursuant to the Treasurer’s Statement of Accounts. CARRIED

THAT Council authorizes the following Payroll Accounts for Payment, in the amount of $85,371.94, pursuant to the Treasurer’s Statement of Accounts. CARRIED

THAT Council authorizes the following Lottery Licence, subject to the terms on the submitted application: Southeast Manitoulin Lions Club: Break Open Tickets. CARRIED

THAT we inform the Manitoulin Planning Board that we are not in favour of Consent Application B 039-22 at this time, due to the fact that Council has previously asked that any further development on this land be by way of Plan of Subdivision. And further that we have concerns regarding the increase in volume of traffic on Red Lodge Road and would like to review our Boundary Road Agreement with NEMI. CARRIED

THAT we inform the Manitoulin Planning Board that we have no objection to Consent Application B 040-22, with the knowledge that the Municipality is not currently providing maintenance of the private road and with the request that the applicant provide written proof of the right of way access to the public road to the Municipality and Board, prior to final approval. CARRIED

THAT We confirm our annual contribution to the Manitoulin Student Aid Fund of $300.00 and confirm that we will have a representative present to issue the Bursary at Awards Night. CARRIED

THAT we tender for daily cleaning services of the municipal buildings for which cleaning is our responsibility for the 2023-2026 term. CARRIED

BY-LAWS:
#271-20-2022 J. Hooper – R. Maguire
BE IT RESOLVED THAT By-law #2022-20, being a by-law to amend the Township’s Procedural By-law #15-30 be given, first, second, third and final readings and enacted in open Council. CARRIED

THAT we table the Zoning By-law Amendment #2022-22 until such time as the required Reference Plan is submitted. CARRIED

 

CLOSED SESSION:

BE IT RESOLVED THAT in accordance with By-law # 02-02 as amended, and Section 239 of the Municipal Act, as amended, Council proceed to a Closed Session at 5:35pm in order to attend to a matter pertaining to:
a) Personal matters about an identifiable individual, including municipal or local board employees
b) A proposed or pending acquisition or disposal of land by the Municipality, and
c) Advice that is subject to Solicitor-Client Privilege including communications necessary for that purpose. CARRIED
