MINUTES OF THE REGULAR COUNCIL MEETING

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, December 20, 2022, at 5:00 pm.

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business at 5:00 pm, with a quorum of members present, with Mayor Reid presiding in the Chair. CARRIED

THAT the Minutes of the Committee of the Whole Meeting of December 6th, 2022 be accepted;

AND THAT we authorize the following actions from that meeting:
a. We investigate all options regarding housing tenants of 115 Arthur Street
b. All outstanding trailer license fees will be added to the Collectors Roll in 2023
c. We will offer the Clover Valley Schoolhouse for sale by public tender
d. Solar Installation will proceed on the Public Works Garage roof
e. We will write to NEMI and Tehkummah about boundary road agreements
f. Public Works will tender for a new plow truck with other options
g. We will invite landfill consultant to a future Council Meeting to review our position
h. We will issue a tender / RFP for the cemetery gate stonework

ACTION REQUIRED ITEMS:

THAT Council authorizes the following General Accounts for Payment, in the amount of $577,461.23; pursuant to the Treasurer’s Statement of Accounts. CARRIED

THAT Council authorizes the following Payroll Accounts for Payment, in the amount of $77,600.62; pursuant to the Treasurer’s Statement of Accounts. CARRIED

THAT we confirm that any departmental surplus at year end be allocated to its respective reserves. CARRIED

WHEREAS we have tendered for the cleaning services of various municipal buildings and maintenance of various exteriors;

AND WHEREAS we have received the following submissions;

Windows Unlimited: $131,532.03 (taxes included) for a three-year term.

NOW THEREFORE BE IT RESOLVED THAT we accept the tender of Windows Unlimited.

THAT we authorize the VCT Group to complete the installation of the solar panels and upgrading of the inverter on the Public Works Garage for a cost not to exceed $18,000.00 and to be completed by April 15, 2023. CARRIED

BY-LAWS:

BE IT RESOLVED THAT By-law #2022-24, being a by-law to appoint members to various Boards, Committees and Commissions be given first, second and third and final reading readings and enacted in open Council.

NOTE: Councillor J. Bowerman was added to the Museum Advisory Committee

CLOSING:

Mayor Reid extended thanks to Council for a busy first month addressing quite a few outstanding issues. The Mayor asked Council to bring with them, their list of priorities to the Committee of the Whole Meeting. She also extended thanks to staff for their dedication to our municipality and all the hard work over the last year. And to everyone in the audience and watching at home, on behalf of Council, she wished everyone a Merry Christmas and Happy Holidays.
